Managing Partner
Meg Maestas
A fourth-generation New Mexican, Meg is a government affairs and strategic communications professional with extensive experience advising clients on state legislation, stakeholder engagement, and public policy. As Principal of Maestas and Gould she represents clients before government bodies, develops advocacy and communication strategies, and leads high-impact projects across multiple industries.
Throughout her career, Meg has managed complex initiatives involving governors, senior government officials, business executives, and industry leaders. Her expertise includes coalition building, legislative advocacy, contract negotiation, event strategy, budget management, and stakeholder relations. She is known for her ability to navigate high-pressure situations, build strong partnerships, and drive results.
Meg holds a Bachelor of Science in Hotel, Restaurant and Tourism Management with a Minor in Marketing from New Mexico State University, where she competed on the NCAA Division I Equestrian Team and served as Team Captain.

Leland Gould
A third-generation New Mexican, Leland has worked as an Executive in multiple capacities in the Oil and Gas industry for the last two decades. With over 25 years of experience in energy policy, operations, and industry leadership. His career has been defined by a commitment to responsible development and strategic collaboration across the public and private sectors.
He was appointed by Governor Richardson as a member of the Environmental Improvement Board (EIB), chairman of the New Mexico Oil & Gas Association (NMOGA), and past president of the New Mexico Amigos (designated by the Governor as the states goodwill ambassadors)—demonstrating a legacy of leadership and deep engagement in the state’s economic and policy landscape.
With deep roots in New Mexico and decades of industry insight, Leland continues to be a trusted voice in energy, advocacy, and community development.
